Pomeroy Public Library The Gallia Meigs Community Action Agency will be at the Pomeroy Public Library on Monday, August 11th, from 9:00 AM until 1:00 PM to help individuals with SCP, Pipp Plus and regular HEAP applications. The Summer Crisis Program (SCP), also sometimes called E-HEAP, provides eligible Ohioans assistance paying an electric bill, air conditioners/fans and/or assistance paying for central air conditioning repairs.The Pipp Plus application is for AEP and/or Columbia Gas customers.
